Place rice, meat, water, soy sauce, ginger powder and bouillon into crock pot. Cover and cook on high initially (e.g., 1 hour), and then reduce to low and cook for at least 6-8 hours (keep on high if you want to cook faster). Stir when finished and break up the meat (it should be soft and breaking apart on its own already). Serve adding green onion, chili sauce, or other garnishes as desired.
